I've tried to reproduce this with a Cisco IPsec VPN on Mountain Lion, and was not able to. I suggest that you try commands like nmap --iflist nmap --route-dst 8.8.8.8 with the VPN disabled and enabled, and compare the output for clues as to what may be going wrong.
