Your recommendation worked.  I installed with the Network performance
option unchecked and the installed completed.  I then went into the
installation directory via  command line and ran the nmap_performance reg
file and everything executed properly.

You can try restarting the installer, but this time uncheck "Network
Performance Improvements".

We haven't had a report of this problem before. Are you able to run the
regedt32 command from the command line, or does it hang in the same way?
Are you running as an administrator, and do you get an authentication
popup?
