The documentation is generated automatically by parsing the scripts and libraries. Obviously, this information is more valuable for some scripts (e.g. smb-enum-shares) than others.

script-args that are inherited from libraries are just listed with a link to the library documentation page, which does contain longer descriptions of each, in a section titled "Script Arguments."
