npacket cleanup

Hello,

I just deleted libnetutils/npacket.cc (r30609). The only function
there was npacket_debug(), which wasn't used anywhere.
This dead code really deserved it, guilty of broken indentation,
needless buffer allocation and zeroing, and invalid declaration (was
wrongly flagged as __noreturn__).

Let me know if I missed and/or broke something though.
