James status report - #10 of 17

Accomplishments:
* Got a patch posted to list to fix/document clang variable problems.
* Created windows 7 build environment
* Added define for  FD_SETSIZE to 1024 on windows build.
* Created another version of submit.cgi to roll back a few changes and
add xss fix.

Priorities:
Test FD_SETSIZE change on windows to see if it has any effect.
Get input for my clang changes and commit what I have permission to commit.
