nmap 6 for windows not working

Something is wrong with the Windows nmap 6 self-installer binaries.   All scans result in  "host seems down" for all 
hosts.  V5.21 still works, even with Wincap 4.2.1 which was installed by the nmap 6 installer.

Tested on Windows 7 x64 and Windows 7 x86 with same results.
