.local domain set by the ISP

I've been following the bug thread "Some ISPs have .local domain which
disables avahi-daemon" on Launchpad.

The bug has been open for three years. Some people have commented that
this is not something that can be
fixed in Ubuntu, as Ubuntu is doing the right thing based on a broken
configuration sent by the ISP.

Would it make sense to write an nse script to detect this problem?
To be honest, I am not sure I understand exactly what the problem is,
but it seems to be causing problems for lots of people.
