[ncat] Updated default listen state

Hi,

I updated the default listen state for ncat -l to open both localhost
and ::1. If you explicitly require -4 or -6 it defaults to normal
behavior. Tests are already committed.

A patch is attached. Additionally several core functions have been
changed to take a sockaddr_u instead of just statically using the global
srcaddr.
