For the OS detection feature I found a technical report of Frederic
Beck, Olivier Festor and Isabelle Chrisment and a thesis of
Eleftherios Nerakis about OS fingerprinting based on IPv6 Network
Discovery Protocol. These papers are published quite long ago
(2006-2007), so I wonder if anyone has researched on and implemented
those techniques in Nmap? 

These techniques are not implemented in Nmap, however we are aware of
the paper. You can see some initial ideas and code regarding IPv6 by
running this command:
      svn co --username guest --password "" svn://svn.insecure.org/nmap-exp/david/ipv6
See the file notes.txt in the ipv6 directory. If you like, please
comment on the implementation of raw sending in ipv6.c.

Furthermore, do I have to put exactly how I am going to do to add the
IPv6 features into Nmap? Because some features require research, so at
this time I may have not the clear idea of the solution. 

We understand that these tasks require much research. You should include
a timeline that shows how much time you expect to devote to research
versus implementation.
