You can see general instructions on what you are asking here:
http://nmap.org/svn/HACKING
They all essentially apply to Ncrack too.
Then just send the patch to nmap-dev.

The XML output had't been done yet, because it would be incovenient for
users to see the specs being changed (and thus XML parsing scripts that
they may have written, would no longer apply) as Ncrack gets more features
and thus adds additional information and reorganizes the XML output file
format.
