There is a fairly poorly done package called "Droidmap" (https://code.google.com/p/droidmap/downloads/list) that runs nmap 4.01 on the Android. It seems to work OK, but among other things, the UI is too big for the screen on my Droid Incredible. If you do develop anything, I will be happy to help with testing.
