[NSE] Add support for UDP headers in packet.lua

Hi folks,

The attached adds UDP header support to packet.lua which can already
handle IP, TCP and ICMP headers.

I realise Nmap is in beta release so if we want to avoid adding features
until later then I'll make sure I don't forget all about the patch...
