Status Report #6 of 15

Accomplishments:
* decided (with Fyodor) which features will be offered in v1 [0]
* established costs for the credits system to be used in Rainmap
* implemented the DB backend
* backend for user registration/email activation system complete

Priorities:
* front-end for user registration/email activation system [that's to say, the HTML itself]
* "new/edit scan" page
* general layout [HTML/CSS] work
