Another host, which has previously given this error is presently able to be
scanned fine.

Anything else I can try?

taemun found out that the cause, in at least one instance, was Windows
Firewall blocking a port. This caused the WSAEACCES error that Nsock
didn't know about. I've added it to the list of known error codes now.
