This is one of the reasons Unicornscan started as udpscan in 2004.

In their faq they recognize another udp scanner:

Thanks for all those references. I was aware of Unicornscan's payloads,
and in fact we have a TODO item to see if any of them should become Nmap
service probes. But I wasn't aware of the other links, thanks!
