That usually means that you did not find both and open port and a closed port on the host. Sometimes a host is too heavily filtered to get a good OS fingerprint. You can try scanning all ports with the -p 1-65535 option, and adding -sU to scan UDP ports too. However that will take a long time, and if the host does not have open or closed ports at all it won't help.
