This has been on my TODO list for a while, but I haven't started yet and 
I don't know of anyone else who has worked on this. Maybe you could ask 
on Scapy's mailing list.[1]

BTW: What would be the best way to verify that such a re-implementation 
works correctly? Trying to find a live host for every OS mentioned in 
nmap-os-db and then scan it with Scapy it seems impossible to me.
Any ideas?
