[NSE] banner.nse added

Hi folks,

I've checked-in banner.nse

I've been doing some UDP scans to see how much information can be
elicited with an empty udp datagram and the results were quite
uninspiring.  Win2K gives-up it's last reboot time and %windir% path on
a few ports and  I found time services on udp 37, but nothing really
interesting as yet.  With this in mind, banner.nse is TCP only for the
time being.
