I think the distance is estimated based on the returned ttl from the
host we are scanning (returned ttl is 'rounded' to the nearest
probable ttl). Traceroute initially uses this method to guess the hop
to start back-tracing to.

Generally the traceroute hop distance will always be more reliable.
