what does the output:msx-scan-delay means?

When I use -d option, I get output as fllows:

my doubt is:

1           does  "msx-scan-delay"  mean  "max-scan-delay "?  The maximal
scan delay time ?

2         what dose msx-scan-delay: TCP 1000 means? Means 1000ms,or 1000s?
