Compiling under windows problem #2

I actually did find the header files in /usr/include/w32api

Am now trying to work out why it cannot find the winpcap developers pack ...
this particular pack comes as a zip file and there's no directions on how to
install it.

Any clues, hints, pushes in the right direction or treasure maps will be
appreciated.
