I'm getting nothing returned when I do port installed libpcap
I'm guessing that that means the system dosn't have libpcap  
installed...yes?

If so I guess I gotta install it...

I did a little test

$ curl http://download.insecure.org/nmap/dist/nmap-4.20.tar.bz2 |  
tar jxf -
$ cd nmap-4.20/
$ ./configure  --with-libpcap=/opt/local --without-nmapfe
$ make

and it just worked.

Try running ./configure --with-libpcap=/opt/local and not
--with-libpcap=/opt/local/lib
