Correct me if I am wrong, but LLDP and LLTD are not the same 
protocols. Regarding the link you provided, they appear to 
achieve the same goal (network topology discovery).

LLTD is from Microsoft.
LLDP is from IEEE.

I implemented LLTD using Net::Frame, here is the link:
