problems configuring and making nmap 4.11 on OpenBSD 3.9 stable

When I run ./configure --with-openssl=/usr/sbin/ I get a
number of warnings like the following:

configure: WARNING: net/if.h: present but cannot be compiled
configure: WARNING: net/if.h:     check for missing
prerequisite headers?
configure: WARNING: net/if.h: see the Autoconf documentation
configure: WARNING: net/if.h:     section "Present But
Cannot Be Compiled"
configure: WARNING: net/if.h: proceeding with the
preprocessor's result
configure: WARNING: net/if.h: in the future, the compiler
will take precedence
configure: WARNING:     ##
------------------------------------------ ##
configure: WARNING:     ## Report this to the
AC_PACKAGE_NAME lists.  ##
configure: WARNING:     ##
------------------------------------------ ##

This happens for several files: net/if.h, sys/sysctl.h, 
net/if_arp.h, net/fpvar.h, net/route.h, and
netinet/in_var.h. 

Then when I run make I get:

"Makefile", line 1: Need an operator
"Makefile", line 14: Need an operator
"Makefile", line 15: Need an operator
"Makefile", line 21: Need an operator
"Makefile", line 38: Need an operator
"Makefile", line 49: Need an operator
"Makefile", line 51: Need an operator
"Makefile", line 190: Could not find makefile.dep
Fatal errors encountered -- cannot continue

I can provide the contents of my config.log file if
necessary.

I'm running OpenBSD 3.9 stable, arch i386. Also
autoconf-2.59. I'd install the nmap package for
OpenBSD, but it's an older version.
