Fyodor can probably explain it better, but I found this rather
puzzling too. Perhaps it would provide some sort of additional legal
cover for Fyodor and all contributors against legal liability if the
software is used for nefarious purposes? Though it seems that this
section of the GPL would cover that:

IN NO EVENT UNLESS REQUIRED BY APPLICABLE LAW OR AGREED TO IN WRITING
WILL ANY COPYRIGHT HOLDER, OR ANY OTHER PARTY WHO MAY MODIFY AND/OR
REDISTRIBUTE THE PROGRAM AS PERMITTED ABOVE, BE LIABLE TO YOU FOR
DAMAGES, INCLUDING ANY GENERAL, SPECIAL, INCIDENTAL OR CONSEQUENTIAL
DAMAGES ARISING OUT OF THE USE OR INABILITY TO USE THE PROGRAM
(INCLUDING BUT NOT LIMITED TO LOSS OF DATA OR DATA BEING RENDERED
INACCURATE OR LOSSES SUSTAINED BY YOU OR THIRD PARTIES OR A FAILURE

I suppose the "applicable law" part would be overridden by a
contractual agreement to exempt all Nmap developers from liability,
in the form of a clickthrough EULA agreement/registration process.

I think he put it in there as a joke, don't you think?
