Nmap 3.9999 installation problem

I tried to install Nmap with nmap-3.9999-setup.exe 
<http://download.insecure.org/nmap/dist/nmap-3.9999-setup.exe> to a 
Windows XP SP2 that already had WinPcap <http://www.winpcap.org/> 3.1 
installed. It didn't succeed. Then I removed WinPcap 
<http://www.winpcap.org/> 3.1 and re-installed. Now the installation 
worked fine.
