Why not? What about personal firewalls and Windows XP now ships with the
firewall enabled.


True, but I have no real way to handle these as my scan has to be very fast,
and any port scanning method will slow me down considerably. Anything more
the 90 seconds for Class-B (65536 hosts, most unavailable) networks is
unacceptable. For my purposes I can assume relevant hosts will reply to arp
requests.
