scan speed?

Hi,

I have another question about the nmap versions described in my
previous mail. The scan speed differs significantly. When tcpdumping
the traffic generated by nmap (parameters -P0 -sT -p0-65535 ) I
sometimes see >20 packets per seconds, and sometimes only about 1-2
per seconds (no -T parameters given).

How does nmap determine which scan speed to use?
