I haven't tried winpcap 3.1, but, IIRC, nmap should work on any winpcap from 2.3 to 3.0. I'd be surprised it winpcap 3.1 breaks it. Give ethereal a try -- if that doesn't work, then nmap won't work either (Ethereal's task is actually much simpler than nmap's).

If ethereal works, then try nmap --win_trace --win_list -vvvddd and post the results.

FWIW, I'm currently rewriting the Windows port, but I don't expect that to be an immediate improvement except on Windows XP or other firewalled systems.
