nmap problem

I get the following message when i try to run nmap on
dos and Windows 98se,and have installed winpcap 3.01a
:

Starting nmap V. 3.00 ( www.insecure.org/nmap )
WARNING:  Could not determine what interface to route
packets through to 213.249.35.175, changing ping
scantype to ICMP ping only
eth0: no raw access
QUITTING!


Please help.
