Nmap reports wrong version for win32

There is a minor error for the Win32 nmap code.  Nmap 3.28 reports as being
Nmap 3.27.  Line 52 of nmap_winconfig.h reads

#define NMAP_VERSION "3.27"

and should be

#define NMAP_VERSION "3.28"
