Rudy Ruiz wrote an XSL transformation to go from Nmap's XML output to
HTML.  He seems to have taken it offline for now, but the project
webpage is at:

If you want to "roll your own" XML to HTML "parser", I'd recommend using
one of the existing XML parsing APIs, such as SAX or DOM to do the XML
parsing and allow you to concentrate on how you want the data to be
represented.
