Announcement: NMAP and IRIX

If you missed it in fyodor's recent announcement about 2.11, NMAP support
under IRIX has pretty much been fixed.  FIN scans work again, and SYN
scans should work even if packets get dropped, and you can now OSScan
under IRIX.  I've tested it on IRIX 5.3, 6.2 and 6.4 and it appears to
work on all of them.
