Intuit - IP Block - Connection Timed Out

Greetings,

If someone from Intuit can contact me off list, I would highly appreciate it. We have a client that is not able to 
access QuickBooks Online from one of our specific IP blocks. The IP for https://qbo.intuit.com/ responds to ping, but 
any web request results in a connection timed out.
