Example https://www.prnewswire.com/news-releases/current-and-former-owners-of-land-next-to-or-under-railroad-rights-of-way-may-be-eligible-for-cash-payments-from-a-class-action-settlement-166270626.html where the URL sums it up. Or does no one?Hi Rod, When they use public rights of way (alongside roads for example), dark fiber providers are regulated by the state corporation commission or public utilities commission of each state in which they operate. When they use only private rights of way (e.g. railroad tracks) they are generally unregulated.
