No direct knowledge, but from comments on another list, it may be intermittent. Jason Fesler of test-ipv6.com reported on Jan 30 2016 at 2:08 PM PST that his Team Cymru API connections for ISP ASN and Name checks broke, and pushed a workaround to all test nodes. Starting around 7:17 am EST, we lost our IPv4 & IPv6 BGP connections to Cymru. We have two connections in both IPv4 and IPv6 on both of our two routers. On each router one connection is stuck in active, the other providing 0 prefixes. I can’t get to http://www.team-cymru.org from either work or home. Anyone know what’s up?
