The internet in terms of IP Prefix advertisements is a 'Trust' based system.

The difference between Hijacking vs a valid advertisement is the simple LOA document a.k.a having permission to do so..

Only if you are using it for yourself or if your upstream is using it to create their prefix Filter lists.
RADB is not the only RRDB provider, ARIN also provides this service

All you need is permission from the IP block owner (LOA) and the appropriate upstream filters to be setup or opened.
Which could be a manual process (provide them a copy of the LOA) or could be a 'Trust' based using RRDB Record which 
someone has to create and update.
