It doesn't, because everyone "on the Internet" can reach IPv4-hosted services.

IMHO, forward-thinking application developers will eschew AWS in favor of clouds that have dual-stack support and build dual-stack capable applications.

Forward-thinking developers are using big clouds that have the resources to enable IPv6 long before having IPv6 actually matters.
