My idea mainly centers around the operational complexity and difficulty of troubleshooting a setup of this nature.

Why not just let routing take its natural course?  Or at most, play some simple preference games which have consistent 
outcomes?

This kind of thing is generally far more trouble than it's worth, in my experience.
