I don't have any GBIC/SPF inserted in it right now, it just turn off
whole module. So won't allow me even fpd upgrade.

It means that you did not purchase a original Cisco GBIC for the interface ..
Therefore it will not be TAC supported if you have problems with the interface.
There is a command to override this error and still use the interfaces.

such message.
