I find it interesting that you complain about a 15 year old protocol not being set in stone, and cite that as a reason for no code getting done. But the solution is to take advantage of the fact that the 30 year old predecessor isn't set in stone either... (And there's no reason that programmers can't be writing code - RFC3542 came out in May 2003)
