For more recent work, see the papers of Constantine Dovrolis.  (Likely
others, too, but that's the work that comes immediately to mind.)

Under the "Network bandwidth estimation: capacity, available bandwidth and per-link measurements" heading I found 
"Available bandwidth measurement as simple as running wget".  wget?  heh.  Looks like a fun read! :-)
