The addresses were "in flight" to the recipient and got caught up in a set of scripted processes that inappropriately 
assigned them into the debogon project for a couple of days while some related administrative processes were underway.

Also, our apologies for not getting back to Iljitsch's request for information sooner - we have been somewhat busy in
