As someone else mentioned the Gov't has /8's they aren't using the
whole of.

That would be incredibly fun to try to recover. I would imagine converting to IPv6, then coming up with a new standard, 
and converting to that would be an order of magnitude easier than figuring out a way to recover IPv4 space from the US 
government.
