One assumes unpaid peers will accept prefixes up to the maximum length
the RIR issues for that block, which is currently either /32 (PA) or /48
(PI).  Presumably, "long" means any prefix longer than that; paid peers
may accept those as well, but one assumes unpaid peers will not.
