The global abstract Internet ? nobody.

Your government/service provider and/or the government/service
provider of the destination you are trying to reach may
restrict/block/redirect/tweak/tamper/sniff/shape the free flow of
packets.

Have you ever considered trying to use Tor ?
(http://www.torproject.org/ well if you can get to it :-)
