I do recall someone pulling together data that got a lot of the homeland security types all riled up, but I don't recall the source.
From past experience, the OSP route maps I've seen for $CARRIER have been1) done under strict NDA (we will show you the map only in our presence, you cannot keep it, make copies, scan it, smell it, touch it, etc) and 2) only for very specific cable routes that were directly relevant to my original request.
