  What about:

 IPv6 with hierarchial(sp?) geographical allocation ?

 BGP with some kind of tag limiting it to <N> AS hops ?
( say N=2 or N=3? )

I can think of several ways to do it, but all of them amount to 
significant change from how things are being done in the current 
generation of backbones.
