UUnet West Coast glitch?

We just saw RTT times to a bunch of sites (yale, ucsb, cisco, yahoo, mci) all go up to 3 second RTT with lots of loss.
The one traceroute I did before it corrected itself showed long delays once traceroute entered UUnet - but could be the return path. (This was from an Internap colo site, so there is often assymetry.)
I saw the same delays out of another TimeWarner connected site...
