This block and the 216.119.224.0/21  are assigned to a company recently
acquired by NuVox Communications.  When our M&A Team queried them about
these ARIN "No Match" blocks, we were told it was a 'technical issue' with
ARIN and it's being worked.  We are working staff from the acquired company
and ARIN to resolve these issues.  In the mean time,  if you have any spam
complaints regarding these netblocks please send them to
postmaster () nuvox net.

Network Information: Networks, ASN's, and related POC's.
Please use the whois server at rs.internic.net for DOMAIN related
Information and whois.nic.mil for NIPRNET Information.


So, there's a disjointment somewhere.  RADB is not an registrar, just
a way to do route filtering.
